2.    Advance notice of dates for ITM AGM 2010

The Irish Traveller Movement AGM & Conference will take place on 16th and 17th of June in Dublin (venue to be confirmed). As it is the 20th Anniversary of the Movement we will be looking to generate discussion on possible themes, workshops and format for the 2 days. Membership workers will be in touch in relation to this in the Regional Networks, but if you have any suggestions, please do not hesitate to contact us. But keep those dates in your diary! Relevant forms for registering, nominating members to the Central Group and for resolutions to the AGM will be sent out in due course.

4. ITM Law Centre Successfully Settles Equality Case Against Local Authority in relation to Married 17 year olds

The ITM Law Centre recently settled a case taken against a Local Authority who refused to assess for housing a legally married couple both aged 17 years. Most Local Authority housing policies state that you must be 18 years of age to be assessed for housing. This policy is out of sync with the law on the age of majority (The Age of Majority Act 1985), which states that you become an adult once (a) you reach the age of 18 years or (b) once you legally marry, whichever comes first.

The married couple were forced to live in cramped conditions on a crowded bay on a halting site with the parents of the husband, as the Local Authority believed they still needed legal guardians. The Law Centre filed a complaint with the Equality Tribunal on the grounds of indirect discrimination claiming that the policy disproportionately affects Travellers as they are statistically more likely to marry while under the age of 18. The matter was expedited due to the urgent housing needs of the young couple. The matter was settled before it reached the Tribunal. The couple are now on the housing list (with medical priority), their housing application has been back-dated to the date it was originally legitimately made and they are now entitled to Rent Supplement and social welfare allowance by virtue of an agreement with the Community Welfare and Social Welfare Offices.

6. Longford Traveller Movement recruiting for 3 positions

Longford Traveller Movement  are in the process of recruiting  for the following  three part time positions which are funded by the HSE:
 
•    Project Coordinator
•    Community Development Worker
•    Community Development Health Worker

LTM: Project Co-ordinator (part-time)

To implement the work plan of the Longford Traveller Movement
Work with Travellers, the staff and management committee of LTM to develop and agree realistic quarterly work plans and budgets to progress work with Longford Travellers in the following areas:

Travellers Health
Travellers Accommodation
Travellers Education
Discrimination against Travellers
Work with young Travellers
Employment and Enterprise amongst Travellers
The overall development of the Longford Travellers Movement within the County.

  • Support and supervise the work of staff employed by the project – the Community Health Worker, the Community Development worker– and staff seconded from other organisations – Receptionist (Employment, Development and Information Centre for the Unemployed) and the Administrator (Longford Community Resources). The Project Coordinator will liaise with all staff- this will involve weekly staff meetings and one-to-one support and supervision as needed.
  • Report progress and issues arising to the management committee at their regular meetings, prepare monthly diary of upcoming work and preparing a monthly written report
  • Advise and assist the Management Committee on the overall financial management of the project.
  • Take responsibility for the financial administration of the project including the payment of wages, PRSI, keeping financial records, financial reports to the management committee and funders (with assistance from the Administrator, when available) and the preparation of cheques to be signed by members of the Management Committee.
  • To support the development of the Longford Traveller Movement
  • Support and resource Traveller participation in the project and all its structures.
  • Develop the organisational capacity of the Management Committee of the Longford Traveller Movement.
  • Identify and secure long-term funding for Longford Traveller Movement

Other areas of work
•    Link with agencies and organisations which develop policy in relation to Travellers (eg, National Traveller organisations and other community organisation, statutory agencies).
•    Respond to the needs of Travellers in the absence of other LTM staff.



Building the relationship between the Longford Traveller Movement, the wider Community and Voluntary Sector and Statutory agencies.
The  project coordinator will be responsible for  building the relationship between the Longford Traveller Movement, the wider Community and Voluntary sector and statutory agencies such as local authorities, HSE, VEC and the police.

Reporting To:
The Project Co-ordinator will report to the Management Committee of the Longford Traveller Movement who will be responsible for the overall management of the post and the project.


LTM: Community Development Worker (part-time)

The Community Development Worker will work with the Project coordinator to ensure the co-ordination of all aspects of the work of the Longford Traveller Movement. The Community Development Worker is responsible for the following areas in collaboration with the project coordinator.



To carryout outreach and capacity building with Travellers in County Longford
Create opportunities for Travellers to link in with LTM and expand the active membership base of the Longford Travellers Movement, particularly outside Longford town by:
•    Working directly with Travellers in County Longford on areas such as accommodation, discrimination, and education.
•    Bringing Travellers together to identify their needs and possible ways of addressing those needs.
•    Linking Travellers into existing services, training and education opportunities.
•    Case work – to deal with clients enquiries, in the office or their homes, about issues with which they need support
•    Support Traveller participation within all levels of LTM.


Building the relationship between the Longford Traveller Movement, the wider Community and Voluntary Sector and Statutory agencies.The Community Development Worker will work with the project coordinator to build the relationship between the Longford Traveller Movement, the wider Community and Voluntary sector and statutory agencies such as local authorities, HSE, VEC and the police.


Public Relations

The Community Development worker will act as the representative of Longford Traveller Movement in relevant policy fora and the media.
Support Travellers to participate in relevant policy fora and the media.

Other Duties
The Community Development Worker will be required to carry out any other reasonable duties that are in line with the position as are required by the Project coordinator in pursuance of the aims and objectives of LTM.
They will also respond to the needs of Travellers in the absence of other LTM staff.
Fund raising: encourage Travellers to participate in fund raising activities for LTM and also other groups
Support the work of the Community Development Health Worker of LTM.

Reporting To:
The Community Development Worker will report to and be line managed by the Project Co-ordinator of the Longford Traveller Movement who will be responsible for reporting to the Management Committee.

Job Description for the Community Development Health Worker
with Longford Traveller Movement (LTM)

Overall Responsibility
To work directly with Travellers in County Longford in the area of community development with a particular focus on outreach with a view to engaging Travellers in  issues which impact on their health.

Main Areas of Work
  • To build the capacity of Travellers to participate in all areas of community development.
  • Encourage Travellers to be involved in Longford Traveller Movement’s work
  • Accompany Travellers to LTM business meetings for support as required
  • Accompany Travellers that need support dealing with other organisations and state agencies on their personal business
  • Promoting awareness, interest and knowledge of issues that impact on Travellers’ health
  • To collect statistical data about the areas on which clients consult LTM

To support Traveller involvement in local, regional and national meetings
  • Encourage development of good working relationships between Travellers, other agencies and statutory organisations
  • Support the active participation of Travellers in decision making
  • Support the active participation of Travellers in the design and delivery of services where possible
  • Link local Traveller issues to policy development locally, regionally, and nationally
  • Support Travellers to input into the development and delivery of intercultural awareness training on Traveller issues

To support Traveller actions in areas related to Community Development
  • Supporting the work of Longford Traveller Movement and the Community Development Worker in areas impacting on Traveller health such as accommodation, discrimination, education, training and employment.

Other areas of work
  • Refer clients with health concerns to the Primary Health Care Project or the appropriate HSE dept.
  • To liaise and work with other relevant statutory and voluntary organisations
  • To represent Longford Traveller Movement on agreed local committees
  • To ensure that developments in local policy and initiatives are Traveller proofed.
  • Respond to needs of Travellers in absence of other LTM staff.

7. SAAT Safe and Well Project (re-advertisement)

Southern Area Action with Travellers and Craigavon Travellers Support Committee wish to recruit the following posts to work with the Traveller Community in the Southern Health and Social Services Trust Area to take forward the SAAT Safe and Well Project.

1 x Health Worker, 1 x Community Development Worker and 1 x Youth Worker

Salary £20858.00 per annum Scale 5 pt 24
Full time 35 hours per week
Fixed Term Contract until 31st October 2014

Essential skills and experience required for these posts:
•    Hold a third level qualification in a related field (health, education, social care, community development, youth work)
•    OR 3 years experience in an operational role which includes youth work/ community development and interagency/multi sectoral working
•    Recent experience and knowledge of Travellers, BME groups and/or marginalised groups
•    The post holder will be required to have access to and the use of a car and a full current driving licence or be able to demonstrate how they can meet the Travel requirements of this post

8. Minceirs Whiden Launch of Policy Documents 8th April- date for diary

Minceirs Whiden will launch their policy documents on Thursday 8th April as part of International Roma Day. The launch will take place in Dublin, with venue to be confirmed. Please keep this date free, inform Travellers of this date and support Travellers to attend. More details on this launch will be made shortly.


9. Rooms to let for meetings etc. contact Kildare Traveller Action

Kildare Traveller Action has rooms available that can be hired out for training  programmes, meetings, etc.  The facility is centrally located in the M7 Business Park, Naas (just off Exit 10 of the M7 motorway).

There are two rooms available - one larger, one smaller.  The larger room can accommodate about 18 people.  There is also a small kitchen and canteen facility.  The larger room is available most afternoons and evenings, while the smaller room is also available some mornings.  There is ample parking.

11. National Traveller Suicide Awareness Project strategic planning event 23rd March

Crosscare National Traveller Suicide Awareness Project which is now in its third year would like to invite you to participate in a strategic planning event titled,

 What would you like to be celebrating in three years time?

The purpose of the event is to examine work which has been done to date in partnership with stakeholders in relation to Traveller Suicide awareness.  It is vital to examine opportunities which exist for stakeholders to get involved in working with Travellers around the issue of Mental Health and Suicide Awareness.

We would like to invite a representative from your organization to participate in this event which will take place on:

Tuesday the 23rd of March 2010
in Clonliffe College
from 11am until 3pm.


Lunch will be provided

The format for the day will include presentations from Traveller projects who have engaged with the project and a round table discussion with focused questions.  Your support will be gratefully appreciated, and will help the project to develop a clear direction for future work.

12. Irish Youth Foundation Grants

The Irish Youth Foundation is inviting applications for grants of up to €2,000, and not less than €500, from local and community based voluntary groups working directly with vulnerable or marginalised children and young people to help them stay in school.  An application form is attached.

IMPORTANT: only groups with an annual income of less than €20,000 should apply for an IYF 2010 small grant and only applications which address the ‘stay in school’ theme will be considered.

 Irish Youth Foundation ‘small’ grants are a flexible and immediate response to the needs of children and young people from disadvantaged communities who are experiencing difficulties going to or staying in school. Proposals which demonstrate high impact for the target group will receive particular attention. Grants will not be awarded for fees or travel.
Completed application forms must be received by the Irish Youth Foundation by 4.00pm Friday 12th  March 2010.  Only emailed and posted applications will be considered. Late applications and/or faxed applications will not be accepted under any circumstances. Successful applicants will be notified in late March.

13. UN INDIGENOUS FELLOWSHIP PROGRAMME

Indigenous Fellowship Programme

The Indigenous Fellowship Programme (IFP) was launched by the Office of the High Commissioner for Human Rights (OHCHR) in the context of the first International Decade of the World's Indigenous Peoples (1995/2004).

The aim of the programme is to give indigenous peoples the opportunity to gain knowledge on the UN system and mechanisms dealing with human rights in general and indigenous issues in particular so they can assist their organizations and communities in protecting and promoting the rights of their people. In its first decade, more than 100 indigenous men and women from 46 countries undertook the programme. They provided human rights training to many more in their communities.

The IFP is accessible in four different languages: English, French, Spanish and Russian. The programme -in its four linguistic versions- is held annually. Each language version has developed slightly differently and generally runs from 2 to 4 months. The selected candidates are entitled to a return flight ticket, living expenses and health insurance.

Who can apply?
1. The candidate must be indigenous (non-indigenous persons will not be taken into consideration, even if they have close links with indigenous communities and/or organizations).
2. Age should not be a limitation to participation in the programme, although preference should be given to candidates in the age-bracket 25-35 years.
3. Formal education should not be a limitation to participation in the IFP given the socio-economic barriers confronted by many indigenous peoples that limit access to formal educational institutions.
4. Candidates should agree to train other indigenous persons after the return to their respective communities/organizations.
5. The candidate should be proposed and his/her candidacy supported by his/her indigenous organization and/or community. It is desirable that the sponsoring organization has a firm constituency or membership and that it is representative.
6. The candidate should have a good working knowledge of the language, in which the programme is imparted.

Selection process
The selection of fellows reflects a gender and a regional balance. The general human rights situation in the respective regions/countries is also taken into consideration.
A pre-selection of 15 (first five preferences and 10 alternates) candidates is made by previous indigenous fellows. The final selection of successful candidates is undertaken by an advisory group composed of indigenous persons.
In view of the large number of applications, we regret to inform that only successful candidates will be contacted.

Fellowship applications will only be taken into consideration if they are fully completed. Both parts I and II must be signed and faxed or sent by regular post at the following address:

14. Consultations with Older People and Health Promition

The Minister for Older People and Health Promotion, Áine Brady TD, will hold a series of eight consultation meetings around the country during spring 2010. The aim is to hear at first hand the views of older people on issues that affect them. That means you!

 These meetings are part of the Government’s work to develop the National Positive Ageing Strategy which is a long-term plan for making Ireland a better place in which to grow older.

Older & Bolder’s message is that your input is vital to ensure a successful National Positive Ageing Strategy

Older & Bolder is not involved in planning these consultation meetings; the development of the National Positive Ageing Strategy is a Government process, led by the Office for Older People. However, Older and Bolder strongly encourages all older people to participate in these meetings. We believe that your input is vital to ensure a successful strategy and wish to see an extensive, meaningful and inclusive consultation process.

 The first meeting is taking place in the Middle Parish Community Centre, Grattan Street, Cork, on Thursday, March 4th from 2pm – 4.15pm [Contact Linda McKernan, Cork City Partnership at 021 430 2310].

There will be a second meeting in Sligo Park Hotel, Sligo on Thursday, March 11th, from 2pm – 4pm [Contact Camilla Smyth, Sligo Leader Partnership at 071 914 1138].

A third meeting will take place in Leisureland, Salthill, Galway on Thursday, March 26th, from 2pm – 4pm [Contact Samantha Kenny, Office for Older People on 01 635 3057].

Subsequent meetings are also planned for Limerick, Wexford, Kildare, Louth and Dublin; details of these meetings are not yet available.
